What Are Conflict Diamonds?

Conflict diamonds — also known as blood diamonds — are diamonds that have been mined or traded illegally to finance armed rebel groups fighting against recognised governments. The term was formally defined by the United Nations as diamonds originating from areas controlled by forces or factions opposed to legitimate and internationally recognised governments, used to fund military action in opposition to those governments or in contravention of Security Council decisions.

The issue came to global attention in the late 1990s, particularly through the brutal civil conflict in Sierra Leone, where conflict diamonds were estimated to represent around 4% of world diamond production at their peak. Illicit diamonds also played a role in funding conflicts in Angola, Liberia, the Ivory Coast, and the Democratic Republic of Congo.

Today, as a direct result of coordinated international action, the flow of conflict diamonds has been reduced to less than 1% of global diamond production — and the industry continues to work to eliminate even that.


The Kimberley Process Certification Scheme

In 2003, governments, the diamond industry, and civil society organisations came together to establish the Kimberley Process Certification Scheme (KPCS) — a UN-backed international framework designed to prevent conflict diamonds from entering the legitimate supply chain.

The Kimberley Process works by requiring that every shipment of rough diamonds crossing an international border be accompanied by a government-issued certificate confirming the diamonds are from conflict-free sources. Participating countries — now numbering over 80, representing more than 99% of global diamond production — agree to meet minimum standards and submit to peer review.

The result: today, over 99% of the world's diamonds are certified conflict-free through the Kimberley Process.
